Congress last month approved the fiscal year 2024 funding level for FEMA’s Shelter and Services Program in the federal funding package, nearly six months into the fiscal year. Rep. Joaquin Castro, a Democrat who represents San Antonio, said that immigration is a federal responsibility. “Funding from the Shelter and Services Program (SSP) has helped Catholic Charities and other groups in my city of San Antonio offer basic migrant services without straining local resources. “Due to the substantial demand that exceeds the limited SSP program funding authorized by Congress, not all requests can be fulfilled,” a DHS spokesperson told CNN. The Migrant Resource Center opened in July 2022 as a temporary place for migrants traveling through San Antonio.

Storms have walloped the Pacific Northwest, Midwest, Plains, South and Northeast with low temperatures, heavy snow, ice storms, freezing rain and high winds for the past two weeks. (Reuters) - President Joe Biden signaled on Friday that he is hopeful a deal over the U.S.-Mexico border could be worked out next week at least in the Senate, controlled by his Democratic Party, adding that "significant policy changes" were needed. Republicans in Congress have blocked emergency funding for Ukraine in an effort to push new security policies along the U.S.-Mexico border. "I think next week we're going to be able to work out something, at least in the Senate, and I'm hopeful that it's going to be a bipartisan package," he told an audience of mayors gathered at the White House. "Now the question is for the speaker and House Republicans, are they ready to act as well?" "I believe we need significant policy changes at the border, including changes in our asylum system," he said.

But I believe seeing where we are today vindicates the approach we took,” Yellen said in the prepared remarks. As President Joe Biden seeks reelection, he is trying to convince voters who are gloomy about the economy that inflation is under control and the economy is strong. An October AP-NORC poll stated that roughly three-quarters of Americans described the nation’s economy as poor. At the mayors' conference, Yellen planned to say the Biden administration's COVID-19 spending benefited states and local governments — and that had the administration’s response been smaller the U.S. economy could be worse off. Waller said inflation was slowing even as growth and hiring remain solid, a combination that he called “almost as good as it gets.”___Follow the AP's coverage of Treasury Secretary Janet Yellen at https://apnews.com/hub/janet-yellen.

SACRAMENTO, Calif. (AP) — California lawmakers voted Tuesday to put a proposal before voters next March that would overhaul how counties pay for mental and behavioral health programs in an effort to address the state's worsening homelessness crisis. In 2004, voters approved a special tax on millionaires to help pay for mental health programs. Gavin Newsom wants changes to restrict how local governments can use that money, with an emphasis on mental health and drug and alcohol use programs. Under his plan, two-thirds of revenue from the tax would pay for services for people who are chronically homeless and with severe mental health issues and unhealthy drug and alcohol use. The new mandates would result in a loss of more than $1 billion for existing programs such as mental health outpatients, crisis, recovery and peer-supported services, county officials said in a letter to Newsom over the weekend.

No cities in the United States have signed a treaty banning meat, dairy and personal cars by 2030, as suggested in a circulating headline that falsely links a report on voluntary climate goals to the World Economic Forum, which is not affiliated with the report. While the analysis does not advocate banning private cars, it similarly calculates that reducing car ownership and increasing vehicle lifespans could cut emissions by 23% (pp 84-86). The C40 Cities group describes itself as a "global network of mayors of the world's leading cities that are united in action to confront the climate crisis” (www.c40.org/). The group is not affiliated with the WEF and receives no funding from the Forum, according to a list of C40 funders. The report by C40 Cities and collaborators cited in the article does not advocate a ban on meat, dairy and cars and is not a treaty, not legally binding and not affiliated with the WEF.

New York City banned TikTok on government-owned devices on Wednesday, pointing to security concerns that have made the app a target of bipartisan scrutiny across the country. Congress already voted to ban TikTok on federal devices last year and several states have taken similar steps. City agencies have 30 days to remove the app from government-owned devices. Still, broader action against TikTok beyond government-owned devices has remained elusive. TikTok did not immediately respond to CNBC's request for comment on the NYC ban.

“WEF Says Fashion Will Be Abolished by 2030: ‘Humans Will All Wear a Uniform’” reads the headline circulating on Twitter (here) and Facebook (here), (here). The online claims misconstrue a report by a WEF partner, which presents analyses of cutting emissions by reducing clothing purchases, among other measures, but does not mention abolishing fashion or the wearing of uniforms. Arup is a WEF “partner,” which Yann Zopf, a spokesperson for WEF, said is what the organization calls its members (www.weforum.org/partners). A C40 Cities spokesperson said in an email: “The report is an analysis of consumption-based emissions in C40 cities, not a plan for cities to adopt. A report analyzing voluntary changes that cities could make to reduce emissions was not produced by the WEF and does not call for everyone to wear uniforms.

Relying on surveys of biographers, social scientists and experts in urban policy and on an elaborate methodology, Mr. Holli concluded that Fiorello La Guardia was the best mayor in the history of the United States. No other New York mayor appeared on the “best” list; three were included among the worst. New York City is a notoriously difficult place to manage, and measuring success in real time is also complicated. On the face of it, the question of whether the current mayor is popular or not would appear to be a simple one determined by statistics, anecdote and so on, but it is knottier than that. During the campaign, his evasiveness led to headlines like, “Where Does Eric Adams Really Live?” because it was not obvious, a confusion that he blamed on shoddy paperwork at the hands of a homeless accountant.

The search-engine test shows Buttigieg has become a high-profile target who finds himself in the spotlight far more than most other transportation secretaries before him. The search shows federal investigators are swiftly moving forward with the probe into classified documents found in Biden's possession. Since the discovery of Biden's documents, Trump has complained that Justice Department investigators were treating his successor differently. going to raid the many homes of Joe Biden, perhaps even the White House?"
WASHINGTON, Jan 20 (Reuters) - President Joe Biden on Friday pledged to "have a discussion" with House of Representatives Speaker Kevin McCarthy on U.S. debt amid a looming debate about raising the debt ceiling. "The debt we're paying on, and we're gonna have a little discussion about that with the new majority leader of the House, has accumulated over 200 years," Biden said, not citing McCarthy by name. Biden is hosting Democratic congressional leaders at the White House on Tuesday. A White House official said no date had been set for a McCarthy visit. The White House has said repeatedly it will not negotiate over raising the debt ceiling and has used some Republican proposals for spending cuts to draw a contrast with Democratic priorities.
Neither Biden nor first lady Jill Biden was present during the search, according to Richard Sauber, special counsel to the president. The White House only disclosed that discovery on Jan. 9. On Dec. 20, a small number of classified records were found in the garage of Biden's Wilmington home. Friday's search was the first time revealed publicly that federal law enforcement authorities have conducted a search for government documents at Biden's private addresses. Biden and the White House have been criticized for the two-month lag in disclosing the discovery of the first batch of classified documents at the Penn Biden Center for Diplomacy and Global Engagement in Washington.

WASHINGTON, Jan 20 (Reuters) - President Joe Biden said on Friday that "we're going to have a discussion" with House of Representatives Speaker Kevin McCarthy about the U.S. debt ceiling.
